Not sure about water level...........

The only boat ramp for powerboats is at Lewis and Clark State Park between the Troutdale bridge and I-84 on the east shore........

Channel gets a little skinny just above the Troutdale bridge (use right channel), corner above Jack's house (use left bank) and inbetween the duck hole and the gauge hole (use right bank out of the duck hole then move over to the left bank to line up to hit the center channel into the gauge hole)........

You can only run your powerboat up to the Stark Street bridge which is about four river miles I'ld say up river from the launch, non-motorized only above that point by law.

Etacada,
I think that you are dangerous! I would suggest that you leave your boat on the trailer and stay home.

All of the info posted here is correct. Let me add some more:

I have a flat bottom sled, and can run from the mouth to the Stark St Bridge all the way down to 8.4. BUT - I would not recommend running it below 9.0 if you don't know the river well. From Lewis and Clark upstream, there really isn't too much to get in your way if you know how to read the water. But if you want to go downstream from Lewis and Clark, be VERY careful until you learn your route. I would not recommend going downstream from the launch below 9.5 until you learn that section well. The section from the boat launch down past the I84 overpass can be tricky as there are rocks and submerged pilings that you can hit pretty easily until you learn where they are and what route to take. Once you get below the I84 overpass it gets easier, but there are still stumps and other snags just under the surface that can surprise you. If you go down there, take it slow and spend some time with your depth finder to learn where the channels are out to the Columbia.

The Lewis and Clark launch is at river mile 3. The Stark Street Bridge is just shy of river mile 6.

Be careful and take it easy until you learn your routes and you should be ok at the above mentioned levels.

One more thing - the law actually says no motor boats above Dabney Park. I've been in my sled about 100' above the bridge backtrolling into the slot under the bridge and actually had cars stop on the bridge and tell me I couldn't be there!
