I was in Alsea bay monday and watched a dory run about 10 crab rings. He was the only guy in the boat and I'm sure he pulled over 100 crab out of the bay. Is there a commercial crabbing permit for the bays that would allow this? Or did I observe a bold bandit in action?

Back in the day when I was pumping shrimp commercially, there were a couple of commercial crabbers who worked Alsea Bay pretty hard.

They are only allowed to crab on week days. If you see them on Saturday or Sunday then you are seeing an outlaw crabber. Grant
