My boat has a switch called a "Step Down Pump" I am wondering what that is....
Any thoughts?

What kind of boat do you have.
You must have a larger boat. On your boat I assume you have a cuddy cabin. They isolate the bilge from the cuddy for obvious reasons oil etc. Lift the "step down" to the cuddy and you may find a bilge pump. That is how I found mine on my '87, 23' Sea Ray.
