From the WDFW:

Washington law requires that the fisher must either be a wholesale dealer or sell the product to a licensed wholesale dealer and that fish tickets must be filled out to document that harvest. If some one buys product from this dealer for personal consumption/use then no further licenses or documentation is required. If the purchaser wants to resale that product he must become a wholesale dealer but no fish tickets are required.

From the ODFW

----

The fisher would have to be a commercial Washington fisher and sell the shrimp to a Washington dealer (recorded on a Washington fish ticket). A recreational fisher - either Washington or Oregon - cannot under any circumstances sell or trade the shrimp.

Coonstripe shrimp is a developmental fishery in Oregon. So far most of the landings are at Port Orford (just over 6,500 lbs landed in 2002). To harvest Coonstripe shrimp in Oregon, the fisher must have the Oregon commercial and vessel licenses as well as a Developmental Fisheries Permit from our Newport office. The shrimp must be recorded on a fish ticket by a wholesale fish dealer or wholesale bait dealer. Once recorded, the Coonstripe shrimp could be sold for bait.

Thank you.
