Outgoing tide vs incoming tide?

I have heard both incoming and outgoing are the best tides to fish for spring chinook in the Willamette river. I would like to know which tide you think is best. Incoming or outgoing.

Thanks I have been told always fish outgoing by some and always fish incoming by others. Just wondered if there was a rule of thumb and it sounds like you have it.
