Here is a page I found it's not the greatest but I don't want to thaw a herring to take pictures right now. You can go with or with out the flasher.

Buy a "Pro Cure" metal plug cutter. Read the manual. Now you know how to rig and have a plug cutter too!

forget the cutter.....simply cut your herring behind the head......45 degrees angle back to the tail....45 degree angle towards the other gill.....use 2 or 3 hooks.....back hook dangles freely in the water....2nd hook near the tail of te fish.....3rd or front hook near the back bone on the long side for a fast spin.......lower on the long side for a bigger role......i prefer a fast spin.....more flash....but each to there own......good luck....and catch a springer or 2

If you fish more than one rod out of your boat, use a plug cutter. Otherwise, one bait will be turning or rotating differently from the others. In plug cutting, consistency pays off. If you plug cut 8 or 10 dozen baits a day like my buddy Capt. Hank, then I don't think the cutter is so neccesary. He's also fishing 12-14 rods, so if one spins a little differently than the others then, no problem, as he is motor mooching. When you're anchored or trolling for springers, tho, its best to have all of your baits turning the same or very close to the same. When you buy the Gilly cutter, there is a diagram with the cutter that shows you how to rig your bait. I've used his suggestions for years, and feel he is an expert on fishing plug cut herring
