Im comming down that way on saturday morning and dont really know any other launch in that area. I'm not sure about the 42nd street ramp, someone else may know. They have had it open and closed several times lately.
As far as the license question, as long as you fish in the Columbia, you are perfectly legal to launch in Oregon with your WA license. If you went into the Willamette for example, you wouldn't be.
But another launch to consider would be to take I-5 to Vancouver, then just before the bridge, then take HWY 14 East. About a mile up there is a turn off to the right which takes you toward some riverfron restraunts. As you enter that area you will see a boat launch sign for an area called Portco. A short drive will take you to a very large ramp which is just downstream and across the river from 42nd Street (Marine Park). Will save you time and especially if the ramp at 42nd is closed.
Good luck!

Chummer and I went out from 42nd a week ago and it was being cleared. I drove past it on Wed on my way to NWSS and it was still open.

Marine park launch is open with one of the 2 docks removed. I used it friday launch from the middle though lots of junk and deep sand on the sides

I swung by the Marine Park launch tonight on the way home from work.
They still have the docks out and are pressure washing them. The dredge was out near the end of the pilings (not sure if they were working their way in or out). They had a loader scrape the sand and junk that had collected lower on the ramp away and the ramp into the water looked nice and clean down as far as I could see. It didn't look like any storm debris in the launch channel.
They still had the ramp closed signs up, but there was an empty trailer in the lot and from where the dredge was working it looked like it would be no problem to launch. By the progress they appear to be making I don't think they will be in there much longer.
Should be in great shape as the fishing and weather start heating up!
