View Full Version : ODFW Budget Salem Fee increase!!

As I write this post I am watching President Bush make his speech, and very important speech. I feel that what I have to say tonight is important enough that I am doing so at the same time. This Thurs. at 1PM in Salem the Ag. and Natural Resource committee will hear the ODFW fee increase proposal but they will not be taking any public testimony. The reason for that is, ODFW Director Lindsey Ball told the chair that there would probbly be over 100 people there to testify in favor of the fee increases. The reason he said that was because the chair did not want to hear any fee increase proposals, because that would look like a tax. Lindsey told him that the fee increase was suggested by the fishing and hunting public at the public meetings that they held around the state. When asked why would the public ask for a fee increase, his answer was because they want to save hatcheries, save our state game officers, land owner services and field personnel. Now we have to back Lindsey Ball and the ODFW and be in Salem next Tuesday Feb. 4th. at 1PM at the Capital. Folks you have come through on this subject over the past year, and I pleade with you to do it one more time. If we want these things we need to let this committe know that. Well it looks like 28 just failed. I also see that nobody has responeed to my post on the ODFW budget. Folks we better pay attention now. If we do not show up in Salem we can kiss good by the things we want to save in fish and wildlife. I need to know if you will show up!! Jerry

it looks like I dont have a trip on that day so I will be there. how are we supposed to show our support if they wont let us in? Is it going to be a bring a sign and your marching boots thing?
This thurs? I read the date wrong. I will be in vancouver at the sturgeon meeting in the morning. I will try to get down to the meeting in salem as well but not sure if it will be possible.

I have said for a while that I would pay way more for the priviledge to target hatchery fish. If there is any way you can post an email for those of us that can't make the meeting?

thanks to all. Just show up at the Capital and check the list at to where the Ag and Natural resourse committe is meeting, they will let you in. Jen I have to go to the hatchery, but will call you as soon as I can. I email Bill Monroe and asked for his help also. You might give him a call. I will get email for the committe chair. HB2260 is scheduled for a public hearing on Thursday 1/30.
Are you very sure there will be no testimony? It's not a hearing without public testimony. You probably have more current information than what's on the web. Or maybe we're being tricked into missing the opportunity !

I copied your original post and sent it to our chapter of the Northwest Steelheaders (Sandy Chapter) for distribution to all of those on our chapter e-mail list. I urge other members from other chapters of the Steelheaders to do the same. Hopefully you'll get some response from some of those individuals as well. We need to get the word out and make our presence recognised. Bad news, unfortunately I won't be able to attend, I will be out of state on business for the next two weeks or I would have taken the day off to attend.
Any other ways we can help if we can't physically attend that day?

OK, I'm working hard to get Jeff Kroph's information, for sending e mails. If anyone can assist, I'd be most appreciative. He is on the agriculture/natural resources committee, I believe.
I called his phone number, it is:
1 503 986-1417. I told him thousands of ifishers need to leave him a message.
That message is, should you call, (AND PLEASE DO!):
I am an Oregon Fisherman, and I support the fee increases to support the funding of hatcheries subject to closure. (Or something like that).
Now, I told him THOUSANDS will call... LET'S MAKE IT HAPPEN!

I sent an e-mail to try to confirm the hearing schedule. Here is the response I got from the committee administrator:

I'm confused also, and concerned.
The legislative schedule lists a public hearing for HB2260, which would raise license and tag fees, in the House Agriculture and Natural Resources Committee - tomorrow - Thursday, January 30 at 1:00 PM in Hearing Room "D" (easy to find, on the first floor of the Capitol, south side)
Things can change pretty fast, and I'm thinking maybe Jerry has some insider information that is more current ? ? ? But I got an email from the committee staff that indicates the hearing will be as scheduled. Jerry, come back ...

Fact is snowball, it's an issue of where do you want to take it. We pay higher taxes in other places to replace the sales tax. They get it out of you one way or another.

Is this fee increase going to be dedicated to fish and wildlife or is it going into the general fund? The people I talked to regarding M-28 saw it solely as a way to bail out PERS! :mad:

Nothing in the bill changes the current law. Fees don't go to the general fund.
496.300 State Wildlife Fund; sources; uses. (1) The State Wildlife Fund is established in the State Treasury separate and distinct from the General Fund. Except as otherwise provided by law, all moneys received by the State Fish and Wildlife Commission pursuant to the wildlife laws, except such as may be required as a revolving fund for payroll and emergency expenses, shall be paid into the State Treasury and credited to the fund. All moneys in the fund are appropriated continuously to the commission to carry out the wildlife laws. Interest earnings on all moneys in the fund shall be retained in the fund.

Let me spell it out as well as I know how. The last word I got from Lindsey Ball Director of ODFW was (( Thus. meeting, no public comment, Tues. Feb 4th 1PM special hearing to take public comment on the ODFW Fee increases)) . Now you better belive that the non hatchery people will be there. We better have 500 people show up in favor of the fee increase. These fees will keep our hatcheries, Game Officers,land owner services and field personnel. these are the four priorities that came out of the town hall meetings last spring. I know a lot of guides that are canceling trips and going over and asking their clients to go also. If you can't go please call the numbers listed on the above post, or email. PLEASE! e-mails have been sent to all three reps that were listed. A nice letter stating who I was and what I was asking of them. I'm willing to pay, consider it a user fee. On to the phone calls.

If you are a guide, fishing these Tillamook Streams, there is not one excuse you can give me that would OK you not being at the meeting on Tuesday.

Tim Juarez just called me about this, and he is so excited and pumped! It was just what I needed to hear!
I got a message from Liz today, that she wasn't sure that this date was set, and that she'd send out an e mail soon, if it was at this time. I sure hope it is now! :smile:

the only way an increase would work would be to earmark the funds to ODFW and Hatcherises ONLY. Just putting them in the general fund wil solve no problems because Hatchieries are low priority right now.
I have always liked the idea of a second rod stamp at say 10$ or so. That would raise allot of money but it would only be useful if the money was reserved for ODFW and hatcheries only!!!

Sometimes the membership here simply disappoints me! This post has been here over 24hrs. and yet only a handfull of true sportsmen and sportswomen have committed themselves to this cause.
How can a person glean the resources from our rivers and this website and feel no duty to make such an important saccrifice as this.
If every fisherperson who took time off work to spend one day fishing last year did the same to show support at the Capitol; we would have a turn out in the thousands.
The Money From Increased Fees Will Not Go Into The General Fund!
By law licence fees collected by the ODFW remain within the ODFW budget.
Please people sign on now and do your part to protect your sport and hobby!

I have one more point to make that puts this into perspective for me.
I am a purchaser of the SportsPac. That means the monetery increase for me is $25.00 a year.
I could cover this cost by taking one less local fishing trip per year.
On the other hand if hatcheries close and there are no fish in the rivers I will take NO local trips for years to come!
For me it's a no brainer. :shrug:

hello jerry, to help keep schools and hatcherys with the fall of measure 28,(thank goodness) why doesnt the state cut more trees? there is a very high tax on timber as you should know. if this state was not ruled and infested with so many tree huggers maybe we could have more money in the fund with out more taxes! we dont need more taxes, there is a massive amount of state revenue on there land through out the state that needs to be harvested! good luck.

I posted this on the other thread "Steelheaders - ATT." I will be taking a half-day off work and going. Jeff Kropf is from my district, so that may help - he'll know it's not just a north-coast thing.
I can pick up three others from the Albany area if we can find a place to meet. I don't spend a lot of time driving around Salem, so I don't know much about which exits are the best to take, what streets get me where I need to go, and where to park once I get there. If anybody can help keep me pointed in the proper direction (by riding along or posting directions) I'd appreciate it.
They want "overwhelming public support?" Let's give it to 'em!
I figure on leaving about 11:45. Should give me plenty of time to get there.
