View Full Version : Tuesday meeting-Killing fish with less flows

The Northwest Power Planning Council, created by Congress in 1980 to balance
the needs of salmon recovery with energy production, is proposing to take
actions that would significantly harm endangered wild salmon and steelhead
in the Columbia and Snake Rivers. They want to reduce the amount of water
in the Rivers that help fish migrate to sea, and are instead suggesting that
fish donšt need water. The Council is holding two hearings in our area to
learn what the public thinks about its draft proposal. Please help us make
sure the Council does not move forward with its destructive proposal.
Please attend one or both of the following hearings and make your voice
heard!

If you can't make it, take a minute to send off an email. Make sure your email refers to the proposed Mainstem Ammendment.

The Oregon Office of the Northwest Power Planning Council has scheduled
additional public hearings on the Council's Draft Mainstem Amendments for
its Fish and Wildlife Program. These Oregon hearings will be held on the
listed dates at the following locations:

In March 2001 the Northwest Power Planning Council initiated the process for
amending the mainstem plan into the program. The Council described its
expectations for the elements of the mainstem plan in the 2000 Fish and
Wildlife Program, in the Basinwide Hydrosystem Strategies
<../../../library/2000/2000-19/basinwide.htm> and the Schedule for Further
Rulemakings <../../../library/2000/2000-19/schedule.htm>. The mainstem plan
is to contain the specific objectives and action measures that the program
calls on the federal operating agencies and others to implement in the
mainstem Columbia and Snake rivers, including especially the operations of
the hydrosystem, to protect, mitigate and enhance fish and wildlife affected
by the development and operation of the hydroelectric facilities. The
mainstem plan is to include objectives and measures relating to, among other
matters:
* protection and enhancement of mainstem habitat, including spawning,
rearing, resting and migration areas for salmon and steelhead and resident
fish;
* system water management;
* passage spill at mainstem dams;
* adult and juvenile passage modifications at mainstem dams;
* juvenile fish transportation;
* reservoir elevations and operational requirements to protect
resident fish and wildlife; and
* research, monitoring and evaluation.
