My girlfriend and I drove up to the logging bridge today to see if the unethical, immoral, folks that call themselves fishermen were leaving the trapped salmon alone. Much to my surprise graemlins/berry.gif there were about ten people wadding through the numerous carcasses to snag fish that were clearly visible to the naked eye. I think it is time for ODFW graemlins/1zhelp.gif to step in and close that spot. I love to fish too, but it isnt just about feeling a fish on the line, its more about the sport and strategy of it.
 tight lines to fair fishermen!! and tight ropes for those who arent graemlins/berry.gif

With all the activity at that spot one does sure wish there was more enforcement or a closure.
Wonder if there have been any citations issued there in the past month ?? Would feel better if at least a few of them got popped - seems like the word then gets out and others may not be as stupid. :depressed:

the hard part about observing this sort of activity is the fact that I have as of yet to recieve a clearly defined explanation of snagging. I have observed activity that to me suggest snagging, however, I need to be better educated on the legal aspect of the definition. Anybody know where to find the latest updated definition of snagging? graemlins/stupid.gif

2002 fishing regs found at:
http://www.dfw.state.or.us/ODFWhtml/Regulations/2002_General.pdf
Snagging: Hooking or attempting to hook fish other than in the mouth.
Can they write rules or what

But officer, I was trying to hook them in the mouth so I was not snagging!
The citations are easy but the enforcement is difficult and takes time from the officers day to appear in court to have it thrown out would not be produtive. The law enforcement people are down in numbers due to budgets they do not focus on this activity very often.
The solution would be for a bunch of citizens to form a little vigalante posse and patrol the rivers in groups. IF we outnumber the snaggers, we could force them off the rivers. IF we could somehow be witnesses and appear in court a couple times, the judges would have to start fining snaggers. Who better knows if snaggers are guilty or not than a group of highly educated, private concerned citizens like us. We would only have to do this for about four weeks a year around the Kilches. Jenny could make hot chocolate for us on cold days too.. graemlins/applause.gif

Snapshot. Great idea, but the problem is that short of a physical confrontation, these sad sack, inbred pieces of @*#% don't care what anybody thinks. graemlins/icon_argue.gif
I'm all for confronting these guys, but infortunately the court system doesn't have a defense for killing off morally deficient scum, and twenty to life doesn't sound like fun (and you know half these gomers are packing...) graemlins/stupid.gif

snapshot and spinnermaker both have great ideas  . I would not be opposed to doing something like that and at 6-5 420+ I dont think the physical confrontation thing will be too much of a prob. either graemlins/icon_argue.gif . I remember back a few years ago the state police used to have a volunteer or auxillary type group that used to patrol the riverbanks. If I recall, they only had hats and jackets that signified their position but I seem to remember that they had teh authority to write tickets. Maybe if they could bring that program back people would volunteer for the program. Of course it could be that the initial program had too many holes in it and that is why we dont see them any more......just a thought!

How about a permanent webcam installed at the property across the street with a telephoto lens?? WiFi wireless to Jen's house up the street to a high speed link?? Perhaps a repeater in between?? Or just close it.

Snaggers know they are snagging and they are criminals.
I like the idea of a hanging judge to deal with this type felon. Jail to the lot. graemlins/berry.gif
graemlins/1zhelp.gif It will take many of us to press for better definitions and enforcement of existing laws.
Snag a snagger licence maybe?

I was fishing down at that hole on friday. Yes, there were fish in there. I fished nex to two guys you caught two very nice chinook while i was there. They were just using yarn, and boh fish were hooked in the mouth. There were still quite a feww chum lurking around. I also was lucky enough to watch about 20 chum spawning just upriver. After a while I noticed two guys fishing right across from where spawning fish were. Let me rephrase that, they were out and out snagging. They knew it too because they would stop "fishing" when we would look over there. So, its getting late and i'm ready to go. I go over to where the two dudes were and watched the spawning, which by the way was totally cool. Gives you a new perspective about fishing. So these yahoo's start talking to me , asking "if the fish with the white fins are still good to eat" I explained about spawned out fish etc and that they were fishing on a spawning bed. Didnt phase em'. So I then told them if they remembered a little old lady that had been watching them fish. I told them that the lady had called the cops and turned them in for snagging. They seemed a bit worried and then packed up and left. Good times...

A little over a month ago I was over at farmer's creek on the Nestucca and a State Trooper(Coggins) came down in camo and started checking liscenses. He came over to were three other guys and myself were fishing and checked the guy next to me and started to talk to him.
So I put down my stuff, got my liscense out and went over to see what Coggins was talking to him about. He proceeded to tell him that he had seen him setting the hook quite frequently(every cast or every other cast) and that he didn't have to prove that he was snagging fish to give him a ticket. If he is setting the hook on line bumps than his intent is to snag fish.
He went on to say that he would of normally started video taping him and then come down and cite him, but they were to busy with elk hunting going and with all the other reports of snagging(like on the little river as posted on ifish. He even mentioned it.). He said if you are using corkies and drifting gear and setting the hook all the time in the holes were these fish are pooling up you are harassing them. He also mentioned that they only had four troopers for all of the coast and that they are just spread to thin too crack down on all of this thats going on this year.
I don't know if this helps any, but i now know first hand what there interpretation is.

weekend warrior, thank you for the report. it is neat to see that ifish is having some positive effects on stopping snaggin . it is also neat what the troopers are doing to combat unethical fishing. way to go troopers if you are reading!!!

You can't close a hole because of a few tiddlywinks, Thats the only hole i have fisheds on kilchis. A better solution is to raise hell every time someone snaggs a fish. Be a "poo poo head". Don't be a fraid to tell them that letting there spinner sit on the bottom is ____________. People hate being called on there crimes and will either quit or leave.
