I've had the same problem with my 1996 mariner. All the shops I called said to heat it up enough to melt the plastic bushing and then it will just fall out... but don't heat it up too much or you will have to replace the seal. I did not like this approach. I bought myself a cheepo three jaw puller, most people said that this would not work, but if your careful just grab the edges of the impeller and it should come right off. It has also worked with my four blade stainless. Sure beats replacing the seal and I don't like messing with things that aren't broken. I got my puller at "Lucielles tools" in hillsboro. It is cheap but it works. Good luck.
I have two pieces of hard wood that I pop my impeller off with. When you put it back on grease the shaft and plastic bushing.
