As Long as you stay in the columbia proper this is ok. Provided you are up to date on your WA licensce.

No, as long as you tag your fish and follow the rules for the State(WA) your licenced for your fine. It clearly spelled out in the pamphlet.
Good question. Salmon fishing for Buoy l0 is clear. You can launch in Oregon and I can launch in Washington (with an Oregon boat) and each of us can fish anywhere with our home licenses.
I moor an Oregon boat in Ilwaco in August. From there I used to run into the ocean and fish Oregon coast south. Catch a few salmon and then return to Ilwaco. Once a know-it-all there said I was illegal, that I needed a WA fishing license to fish ocean from WA, even though I fished Oregon coast. I studied pamphlet and called Wildlife dept. in both states. Nobody seemed sure. Finally an Oregon guy said I needed a WA license to do what I was doing. About that time my ocean boat broke and I lost some of my nerve and have been staying in the river. Sometimes I launch from Oregon nd sometimes from WA and I fish up and down the Columbia with my Oregon license and have always figured I was legal. But I don't ask too many questions because it gets confusing. And I hope that nobody hassles me. Usually I fish only for salmon.

Food for thought: Do you have an Oregon fishing licence to
bring the fish to the marina??

Oregon Sport Fishing Regulations:
Columbia Zone, Page 83
Regulations for this zone:
"Item 1.d. Anglers that are residents of either Oregon or Washington , may launch or take their boats from either shore, regardless of which state license they hold."
The key is you must be an Oregon or Washington resident. If you are from any of the other 48, you must have a license from the state in which you land.
Regarding the ocean -
See page 8, Licenses, Tags and Permits. Specifically the 4th bullet. Basically the same rule as the Columbia if you're fishing between Cape Falcon and Leadbetter Point. If you're not from OR or WA you will need a license from the state in which you land.
Hope this helps clear some of the confusion.
Tight lines.

Ed,
I also believed that an Oregonian launching out of Ilwaco needed a Washington license to fish the ocean. That was untill last year when I fished off a Charter boat out of Ilwaco. "They" said I didn't need a Washington license, so I'm still confused, but would like to really find out what gives.
