I was thinking today that perhaps a trip to Salem on Wednesday may not be meaningful to anyone. How would they know what I'm there for? Senator Beyer is going to introduce the bill. What am I suppose to do? Cheer?

I haven't seen the specific funding proposal, so I can't tell you exactly what the message needs to be. A good idea is to call or fax your legislator on Tuesday to register your support of hatchery funding. My concern is that the "compromise" developed in the special session might include general fund program cuts, which would mean the proposed ODFW budget may not get full funding. That could be tragedy.

GOVERNOR ANNOUNCES SPECIAL SESSION
Governor John Kitzhaber today called the Oregon Legislature back to Salem on Wednesday, June 12, for a special session to rebalance the state's 2001-2003 budget.
In announcing the special session, the third this year, the Governor called on the Legislature to craft a budget-balancing plan that has the support of both parties and will gain acceptance with voters.
"The answer may lie somewhere between the plan I proposed last week and the plan put forward by the Republican leadership," the Governor said. "While a compromise will, in all likelihood, leave a significant revenue shortfall for the next governor and the next Legislature, it would represent something with solid bipartisan support. And that, in itself, would be a significant step in the right direction."
The Governor called the special session after conferring with legislative leaders over the weekend. The timing of the session recognizes that the Legislature needs to act by Friday on a cigarette tax increase or lose additional revenue, that local school districts need to make their budget decisions by July 1 and that some legislators have commitments next week.
The State of Oregon has a projected shortfall of $870 million in the current 2001- 2003 biennium. In addition, tentative budget projections point to an additional deficit of over $1.3 billion in the 2003-2005 biennium.

Pete’s grasp of the political landscape seems correct. It appears as if there will be a compromise between a Governor who wants to raise taxes and a legislature who wants to cut programs. As to what will actually take place I do not have a definitive answer. I hope for the best and prepare for the worst and that seems to what works best.
If closures occur, we should try not to despair. It would be easy to view any loss of a hatchery program as a setback, but things are not always as they appear.

Well of course I feel that any hatchery closure would be a real set back. We may not have to go to Salem, but we need many e-mails to your Senator and Rep. now, today. Let them know that we as fisher people we are willing to pay more fees to keep the hatcheries open.

I talked with state senator Joan Dukes today. She thinks the hatcheries will be ok, but she also said no body knows that the ODFW Commission had approved the fee increases suggested by us the fishing folks of Oregon. She feel that another round of e-mails to the Leg.s would be a big help. Thanks to Pete we have two pages of e-mails from ifishers. Tillamook County Commissioner Paul Hannaman and my self will be going to Salem tomorrow about 1PM. I have no clue as to what the process will be, I am not sure anyone does at this time. Dukes thinks it will last two days and then recess, with nothing done. Keep up the e-mails. Jerry

Thanks to all of you that are out there really fighting the fight for all of us. Your efforts are greatly appreciated!!! I also wanted to thank you for giving out the web sites, phone numbers and email info for all of us to contact those in the Capital that make the decisions. I have hope, and that's more than I had 2 months ago. Thanks again.
