This is just an extention of one of the other threads but I walked away wondering what the Power Council was asking of the ODFW.
I got the part about giving $4 million to ODFW for their cooperation but I'm confused as to what they are suppose to do for it. The money is coming from BPA right? Commissioner
Paul MacCrackin seemed to "flair" a little at them. Were these guys telling the ODFW that the" EPA is written in stone" and this is what "your going to have to do?" Perhaps one of you can explain what they want. Thanks

My understanding is that much of the funding being offered to ODFW by BPA is to cover costs associated with studies and reports ODFW staff would need to do to complete the Power Council’s planning process.
As to Mr. McCracken, the ODFW Commissioners often are “less than pleased” with other agencies that vi for authority over what the Commission sees as their responsibility. I have often felt that our current Commission becomes way to attentive when someone describes to them their “Authority” and more lackluster when someone else is explaining their “Responsibilities”. Perhaps this is just the way things are but that does not mean I have to like it. In this instance the thought of one more planning process is disheartening, it would seem that we have planned what to do to death and it is finally time to put up or shut up. I did notice that the presenter’s did emphasize the importance of real science based options with real time monitoring to measure success. This has been by far the Achilles heal of ODFW’s policy regarding management of our resource. The lack of science background displayed by the commission is, at times, laughable. Add to that the Commissions long standing support of commercial harvest and we sports fishermen and conservationists are doomed to an up hill battle.
