Could anyone tell me does the campground at the mouth of the John Day (in the gorge) have RV sites with power and water

I dont believe that has overnight camping. The deshuetes river state park on the mouth of the deshuetes is overnight and does have power and water.

which one is the campground at the mouth, near the Columbia?

LePage is the one by I-84. I think they do have pull throughs in the area that they rebuilt a few years back. Not sure about hook-ups. One think that is not accurate in that web site is the fee is $16.00 per night.I stopped in last week to check it out.
If all you need is rest room, The park at the dam is free and on the river. Great view and a little windy at times.

slutgoddness has it right. The US Army Corps is the one along the Columbia, closer to the damn.

LePage park dose have full hook-ups. Because of my job I have the opportuinity to driver through the park several times a week. You may want to make reservations though. If the RV park is full you can park down in the main parking lot, but no hook-ups. Also if you have a boat there is a nice park about a mile up river, but is only accessible by boat.
