From all i've read on the ODFW website and elsewhere, it appears that the third fish limit doesn't apply to the main columbia but if anyone out there knows for sure i'd appreciate the input... Joe

The temporary rule allows anglers to retain one additional adipose fin-clipped steelhead within the normal bag limit in those streams open to steelhead angling in the Northwest, Southwest, Willamette, and Central sportfishing zones through July 11, 2002. The Northeast Zone has a three adipose fin-clipped steelhead daily bag limit by permanent rule for 2002. All other rules for seasons, gear limits, and harvest tags remain in effect.

I e-mailed the odfw and ask about the the third fish limit, it doesn't apply to the columbia zone, here is what they told me:> my question 02/19/02 09:04PM >>>
Does the temporary rule allowing anglers to retain one additional adipose fin-clipped steelhead within the normal bag limit in those streams open to steelhead angling in the Northwest zones through July 11, 2002. apply to the main stream of the Columbia river?? Thank you::::there answer...The extra steelhead rule did not include the Columbia River. You still follow the Columbia Zone regs for the Columbia River
