I was reading the ODFW Northcoast report page and it said that the bag limit for clipped steelhead has been increased by one fish through July 11th 2002. Does this mean you can keep three clipped steelhead? Are they expecting a lot of summer steelhead?

Yes, you can keep three clipped steelhead per day. Not only are they expecting a lot of summers we've had a huge return on winter runs.
