Just wondering if anyone went smelt dipping today? Cowlitz? Lewis? How did you do?

Stopped by the Cowlitz(near the Carnival Market) today about 3:30PM. very few fish and few dippers. Nothing at all happening at the Market. Just very few downstream by the road. Didn't have time to stop at the Lewis but I saw a lot of gulls on the river. Lots more than I saw on the Cow.
The lewis was dead. Lots of gulls, but very few smelt. Non by the rail-road bridge a few under the I-5 bridge.

I hung out on the Cowlitz atGearheart Park last evening for an hour or so, but saw no fish.... only heard the sounds of a sea lion breathing in the darkness [ which initially scared the shi(& out of me].... I'm new at this, so I'd like to ask the 'seasoned' smelters some simple questions... :whazzup:
What effects when the smelt come in ?
Do more smelt come in after dark vs. daytime ?
Rising tide vs. dropping tide ?
Will the presense of Sea lions and gulls slow them down ?
The presence of fresh rain run-off or not ?
I'd also like to propose for anyone that has a cell phone and interested in co-ordinating a smelt hunt to drop me an email. If someone hits upon a school coming upriver, it only takes 30 seconds to call other interested parties. I expect there's more than enough fish for everyone, and searching for fish as a group has got to save time and effort.
I don't mind the learning process, but last night was colder than a witch's ti?!@.... any information would help out us newbies....

Dipped yesterday morning at Riverside Park in Lexington. Started at the low end of the park and got skunked. Moved to the upper end of the park and four of us with one net dipped a limit in about 20-30 minutes. More than enough for a days worth of fishing. I was really surprised that moving up river a couple hundred yards made that much difference.
