Over all the years, I would say most of our action has been from 8 AM- 10 AM. In the winter time that is about the first 2 hours of daylight.
This holds true for Summer Steelhead as well.

Funny you should ask cuz we've had an interesting experience the last, and only, two times we've fished the Sandy for steelhead. Both were full day trips and other than 1 fish hooked in the morning and one hooked late in the afternoon all our fish were hooked between like 1 and 2 in the afternoon. The first day we hooked 4 fish within 20 minutes and the second day 5. All in the same hole we had been fishing on and off for hours. Both days were sunny with low clear water so I don't know if it warmed up the water enough to get em active or what. Anyway, just thought it was kind of interesting. We joked about just going up to fish that hour.

I've been telling people for two years now how we almost never catch a winter steelhead from the Clack before 9. Most of them have come from 1 to 4 p.m.

There have been a few exceptions, on a few days that the night before was warm or the river was on a rise from warm rain we caught fish right off the bat.

Tomorrow I'm going to give it a try early since it doesn't seem like it's been real cold lately. (I've been out of town for the last four days)
