What! you say? That is what I said!Read your 2002 Fishing regs. for the Willamette Zone a couple of Quotes  age 45 "Angling restricted to atificial fies and lures in streams(Salmon and Steelhead )",page 45 under regulations for this zone: " 3. in streams, fishing for all species is restricted to artificial flies and lures."
WHAT IS GOING ON!!!
Please post your understanding after studying this new restriction. I know of nobody that has even mentioned this- everybody still using eggs and shrimp.
This also means no "wraps" for the springer fishery on the willamette. You Can't even target bluegill catfish crappie, perch using bait in a stream(as defined by ODFW:"The free-flowing portion of all rivers and creeks, including beaver ponds and tide gated sloughs.")
I have a hunch this has to do with bulltrout protection. But hasn't this been taken to the extreme?
Anybody in the know-know?

Try page 50 under specific waters. Use of bait is allowed year round from the mouth up to the Hwy 20 bridge in Albany.

Each river and stream that allows use of bait, has a specific listing in the special regulations for each river. As an example, Clackamas River: Use of bait is allowed.
