Strange Steelhead

Fished the John Day River off the Columbia Monday and Tuesday. The River was muddy so I fished above the Dam. I caught a fish so skinny its head was the biggest part of the fish. After that I noticed that all the fish I was catching were small and skinny, but not as skinny as the first.
What is up with these fish? And, has anyone else seen this happening?

it probably has something to do with the fact that those fish started running up the Columbia back in August
