Any tips I have never fish there and was hoping to get a licence and do some fishing as I will be there this weekend.

You have to have an tribal guide with you if you intend to fish. I would contact Jakob Lund who works with Toots over there. He's in the midst of skating for steel right now.

Also, be aware there is a LOT of water that is just flat off limits. As Toot put it, "that's my water, don't even look at it!" Sure was pretty :D

I can verify that a fisherman had all 4 of his tires slashed in the Dry Creek parking lot last October. It had been a few years since I had heard any problems in that area, but this incident serves to remind people that these things sometimes do take place on that stretch of river.

You do not need a tribal guide if you are planning on fishing from Dry Creek Down river. You do need a tribal permit

Open from the locked gate at Dry Creek Campground north (downstream) a distance of approximately six miles to the Wasco-Jefferson County line.

2009 Fishing Regulations

Open April 25, 2009 to October 31, 2009.
Closed to all fishing November 1, 2009 to April 23, 2010.

Don't want to hijack the thread, but are there any places around Portland that sell the Tribal Permits? I plan on heading over next week early and don't know if the Welches Fly Fishing Shop, where I usually score mine, will be open early enough.

The Tribal side of the river closes on November 1st to all except tribal fishermen. Trout is closed but Steelhead remains open until the end of the year on the East side of the river.

Looks like the tribal permit gives access from Dry Creek to Trout Creek. Doesn't look like a permit helps below Trout Creek at all.

That is correct. The only way to fish below Trout Creek on the reservation side is to go with a tribal guide.

So what is the deal with the white sections on the West side of the river. Based on the map legend that is private property and not reservation land. Is that correct?

There is no access on the West Side of the river until you get to Dixon which is downriver of North Junction. It's the reservation from the dams down until that point. The only exception is from Dry Creek to Trout Creek as long as you have a tribal permit. The islands on the tribal side of the river are closed to all access and fishing even within the permit section. The Warm Springs tribe used to place their dead on the islands so they take that rule pretty darn seriously. Anything in the middle of the river or on the east side of the main channel is open but you can't camp on it.

However, you cannot stop to fish the west side of the river until you are below Dixon. Don't do it. If you see guides fishing the west side that are not tribal guides, report them. The tribes have used people fishing the water along tribal lands as a reason to close that section of the river before. We used to be able to fish the east bank year round (like the rest of the river), but the tribes claimed that they couldn't afford to do enforcement along their lands in the winter and got it closed. Don't give them a reason to try to restrict it further.

The east side of the river is mostly private property below Trout Creek and South Junction. You cannot move below Trout Creek or South Junction unless you are floating. The old guy that lives directly below Trout Creek is notorious for confronting folks that are tresspassing while carrying an old shotgun. The land below South Junction is part of Kaskella Ranch and is owned by some very wealthy and very protective folks. Their caretaker will try to chase you off the river along that stretch, but they really only control the bank. That ranch stretches pretty much from South Junction to Whisky Dick.
