i have a 1986 bayliner 305 engine idle surging then stalls has rebuilt carb new filter and water seperator
Might want to make sure idle speed is set correctly, then set idle jets, reset idle speed, then check timing.
If that doesn't do it, on cars idle surge will sometimes be caused by a vacuum leak, but there aren't any vac hoses on the boat. But, carb bolts may be loose, so check those. Lastly, you could check irregular spark using the timing light also. Hook light up to all plug wires, and if you don't get regular light pulses you might have a points/condensor issue.

WHEN Ws the carb rebuilt? Did you overwinter your gasoline? Sounds like a fuel system problem to me.
