Where can one buy epoxy. I am by no means a rod builder but I just want to extend my rod holder a littler longer and wrap thin rope to make it look nice..Do you recommend any store that is selling it cheap or could I just use plumbers glue at walmart?

I am not quite sure what you are asking. If you want the kind of epoxy that is used to finish the wraps on fishing rods, consider FlexCoat, available at Angler's Workshop.

Just the reel seat area portion of the rod. I can't think what it is called. The portion with the reel and all down..

Are you talking about doing a cord (rope) wrapped grip above or below your reel seat? It is recommended to apply some epoxy on the rod and wind the cord over it. You could use any epoxy for that, but you may get some of the epoxy wicking into the the cord. I would suggest using Rod Bond or Quick Bond for that job. One cures faster than the other and have the consistency of Vaseline (stays where you put it instead of running all over the place). If you are near by I can give you enough to get your job done.
If you are talking about thread finish, like what is used over the thread that hold your guides down, than you should use a rod building finish because it will be much clearer than regular epoxy.
Hope that helps

You can get anything you need for rod building at Anglers Workshop in Woodland. They will ship it to you as well - their sponsor link is at the top of the page
