Is it necesary to put an inline shutoff on a kicker when running off of the same fuel/water separater filter as the big motor?

My filter has one line in,from the tank and 2 out, one to each motor. No problems for me.

It often depends on the application. Most outboard/outboard setups will do fine that way. Many EFI stern drives will suck air thru the kicker carb if given the chance. ETEC outboards need a seperate supply side, or a shut off valve, in most cases.

No shutoff needed just make sure a checkvalve is installed in the line somewhere I put mine before the bulkhead fuel hose fitting ...

Make sure your bulbs are hanging vertical. When I first got my boat the kicker bulb was on its side and I couldn't get the kicker to run when the main was on. I moved the bulb on the kicker fuel line so it was hanging vertical and now I can run both with no issues.
