Yes, but the action of the rod will change a little. Two ways, have a new tip sized to fit the end that is there (assuming the remaining top is split) and call it good, take it to Anglers Workshop or Fisherman's and they will fix it for you. If you are in the Portland metro area and I have a tip that fits I'd fix it for you as well.
You can strip all the guides and re-wrap. Only reason you would want to do that is the action of the blank is different now that a few inches are missing from the tip (it will typically have a little heavier action) and static testing would show new positions for the guides to be placed/
Last option is to take it to Loomis, they will probably give you a new blank (I cannot guarantee that it would be their call to warranty replace the blank), and you can salvage the guides and have a new rod built. You can also talk to your builder unless you built it yourself we are all different in how we handle these type of returns.

I would just put a new tip guide on it, and call it good. You've lost so little length, you probably won't even notice the difference. If anything, the rod will be very slightly stiffer.
With this little bit of battle damage, the rod now has character and a story behind it. Don't be surprised if it becomes your luckiest rod.....sometimes things work out that way.
Angler's Workshop or Ollie Damon can put on a new tip for you. You'll get change from a $10 bill. Good luck.
