Heat it gently with a lighter and it should pull off. They are ususally put on with a type of hot melt glue. Hot to touch is enough and do not twist

Be very careful with the heat as you can melt the resin that empregnates the graphite (I did it before on a cheap rod).
I recommend two sets of hands: one person on a set of pliers pulling the tip and one on the heat source. This way, as soon as the glue lets go the tip comes off...less chance of overheating it.

Fisherman's will put a new tip on for about $4. They have a tray of different size tips - takes only a couple of minutes.

Very quick heat with a torch and it will pop off without any pulling. Won't hurt the blank but be sure to stay out of the road very painful if it lands down your shirt.

I don't know about the popping off without any pulling part. There is no spring in there. Try this out - Attach a fairly heavy rubber band to a larger size paper clip or short piece of swivel chain (just something between the rubber band and the tip top to protect it from the heat you are going to apply) put the chain/paper clip/whatever on the tip top and attach the other end of the rubber band to something so it has some tension on it. Then carefully apply some heat to the tip, NOT the rod. When the glue reaches the melt point, the tip will fly off . . . don't stand in line with it.

As was mentioned a match flame will losen theglue.
I recommend 5 minute epoxy as it is stronger than the hot melt stuff and still can be removed with a match flame.
