I'm am getting impacient with fishing for steelhead so i wanted to go out next weekend to harriet if it is accessible. I would be towing a small boat. Also, do they drain the water down at all or does it stay at the same level as the summertime.

The gate to Harriet is probably still locked shut. Call the Ripplebrook Ranger station for accessability concerns. As for the lake, no, it doesn't get drained or severly lowered. Small boat should work, but doing it from the bank with a campfire is just as good. Try where the river flows in. Plenty of good oxygenated water and stumps to provide cover.
Gluck.
