My blank is 6.9 but I want like to shorten it down to about 6.3 so is 5 inches to much to trim off of a blank I have never done this before.

I think it depends on what it is made of.

It is an Ugly Stick Graphite with the tip section glass

Not sure about that blank....I was told on my build, that If I was going to trim it...to trim at the butt section. I took off about 6" on the 5' I am building.

Are you familiar with the Common Cents System? Not trying to sound flip here. Google it. It is a way to measure a rods power and action. It also will do exactly what you are asking about, let you know what would happen when you alter a rod before you make the cut. After you cut, if you don't like the result, it is kind of hard to go back to original.
I know, it sounds like it is mostly written for fly rods, but read it through. You can apply it with very basic things you probably already have around. Just food for thought.
