Just went thought this too!!!
Full rebuild is around 3200 - 4000 provided your motor block, crank, and carbs are all still usable. Blocks are fairly easy to find, they are the same as rest of the 2.5 mercs. Cranks are spendy and only work with the SJ's motors.
They don't make new 175's anymore, but there are still some "new" ones floating around. I found a place in woodenville that had a few new ones. They wanted $6800 installed if i remember right.
There was a guy on craigslist in Cathlamet (I think) that was selling "new sportjet power heads with install for around $5000 last week. Might be worth a look, but there was also a guy posting about a bad boat mechanic in the Cathlamet area, so I would do some homework...
One other option is A1 Outboard. They are an outfit that rebuilds powerheads. Another member on here had mixed experiences with them. I had a hard time getting calls back when I was looking for info. They quoted me $4200 for a ready to run, test run, powerhead (with shipping). Two guys could probably drop the new power head in place of the old one in a few hrs... Its only a few bolts.
Just for grins, I called Motion Marine to see what it would run to put a new Opti 200 pump and Powerhead in my boat (2001 TJ). They quoted me $12,000 - $14,000 depending on the modifications to the boat.
I bought my boat with a blown motor, and had to replace. All in all if I had to do it again I would have just swalloed the $6800 and had a brand new one (with warranty) put in (minus the oil injection system). I am still chasing gremlins in my "rebuild" motor. Should have just replaced the entire thing with a new one.
How many hrs did he have on his 175? They generally last pretty well.
Good luck. PM If you have any quesitons...
Later.
