Got this 30" fish on Sunday after our tuna charter was cancelled.

A muddler can be tied to skate or not. The steelhead I have caught with muddlers this summer were all caught below the surface (although the strikes by the steelhead were quite spectacular).
The rules for the competition say: Dry fly entries are for steelhead where the fly fishermen specifically targeted steelhead with that method. In other words an incidental hookup when using swinging a wet fly that developed too much drag in a fast current subsequently skated across the surface will not count! Either a drag free presentation or skating a fly is acceptable.
Therefore it depends on whether you were intentionally skating a fly or not. Your call since I wasn't there!
However, your steelhead does not qualify for the competition because the photo does not include the fly gear you used to catch it. Photo will be taken on the river/stream where the fish was caught with the fly gear used displayed in the photo.If you have another photo with the fly gear displayed, then the catch will count.

I will get one on a bomber tomorrow, no reason to play in the gray area :) The quick release shot was all that i felt comfortable with. Its looking like the fall might be one for the books.

Great fish Brad. That's crazy!! Wish I had the balls to use a floater :)
