the top inch of my spinning rod was snapped off in the car door the other day. the cut is clean. i was wondering if i should wrap and glue the two pecies togeather or if i should just get a new tip top and have a inch shorter rod. will it cast the same if i did that?

I suggest getting a new tip top. You probably won't notice the casting difference. If you splice it instead, the added weight of the splice will soften the casting action, so either way the casting action will be changed very slightly.

Just go to fishermans with the rod and have them wax on a tip. Not a big deal.

I would hope they at least use hot melt tip glue not wax, but whatever

The replacement tip is relatively cheap to buy depending on the sizes and material (~2$). You should be able to get the correct size by bring the rod to the stores like Joes, Fisherman's, BiMar*.
Just briefly..., use the candle and heat the hot glue. Dab a little bit around the tip of the rod and insert the replacement tip and line up with other guides. You may want to use a pair of pliers to avoid burning your fingers.
In case you want to pull the tip out again, lightly reheat and pulled out with pliers, carefully.

And don't heat the blank directly or get the glue too hot, some glass tips will break on you - don't ask me how I know this
