Thinking about taking a trip down there, how would one go about getting to the hatchery, or where you can fish from the bank, from astoria? Thanks in advance.

To get to the North Fork Nehalem from Astoria, head South on 101, go through Seaside then East on Hwy 26. About 12 miles past the 101/26 junction, turn South on Hwy 53. Go 8 miles to the hatchery (just across the bridge). Turn right into hatchery and then park in gravel.
Walk 200 yards to river and fish downstream from handicap ramp.
