I was told that any boat over 21' needs to have a shut off valve at the back side of the transom water intake.
Something to do with Coast Guard regulations. Has anyone heard of this ?

im not sure if its a requirement, but I think its a must have anyways. If that hose comes off or gets cut somehow, you will fill your boat with water and sink. On all the ones Ive had/seen there is an inline ball valve at the transom before the hose. Its a very good safery net..
And don't use a plastic intake unless it is marelon. The cheap plastic intakes will just crack or bust off, then boat fills up.

What else can you put against an aluminum hull besides plastic ?

Marelon isn't plastic.

I just installed stainless thru the hulls for the bilges and washdown, and used extreem care to make sure it was isolated from the hull to eliminate any galvonic corrosion.

Hmm - Marelon is a glass reinforced formulation of DuPont Zytel. According to DuPont, "ZytelŪ nylon is the most versatile of plastics..."

Marelon - which is a plastic. Don't use standard nylon or other plastics, except marelon, if you want to keep your boat floating.
