Open ended question: what blank does everyone use for sturgeon fishing from a boat?

Keeper or Oversize?
For keepers I'm sold on Rainshadow SWS 597's Composite 7'10" 15-30#, great tip and enough backbone to taken on a rocking chair anchor. I have two in the works now that have Composite rear grips and hypolon front grips that will be spiral and wearing Avet MXJ's with Jerry Brown 60# hallow spectra. I have fished 2slow's rods on the same blank and they are fantastic.
Oversize - well how oversize do you want to go. In a 40# rod and Seeker 665 or 670, in a 50# the CJBF60HB from Seeker (I caught a NorthRiver and an Alumaweld with one of those blanks and made them come to Papa!). From there, pick you favorite from either Calstar or Seeker for 30-80# or 50-100#, or really go broomstick with a 130-Unlim, but you had better be a beef steak for one of those bad boys.

The "12-20 plug rod" is actually much more stout than it sounds and makes a great keeper rod.

Well I was thinking of an all-around keeper rod that can handle casting a 10-12oz lead, but sensitive enough to detect the lightest strikes.

I also like the SWS 597 Rainshadow, it will lob the weights you mentioned, but if you really have to wing it out there you really need a heavier blank.

I know you want a custom built sturgeon boat rod. But you may just buy a ready made lamiglas boat rod for not too expensive ($70). I know a few people really like the lamiglas rods boat rod that BiMa* carry. I don't use it myself (I am a bankie). But I like the feel and touch of these rods and would buy them if I fish from the boat. These are about 6'-6'6" and seems very well built and flexible. I don't remember the model number.
