Flat Lining...someone please inform me!

What is flatlining? I hear about it all the time but am not sure what it is. Is it like just putting the plug out without using a downrigger? Someone please inform me!!

Trolling any lure or lure combination (+flasher or dodger) without any additional weight or means to take the lure underwater.

Thus requiring a considerable length of line out so that the lure sinks to a desirable depth and distance from your boat.
