View Full Version : E10 law progress, exemption for premium unleaded progressing in OR Legislature

There is going to be an attempt to amend HB 2210 to exempt premium unleaded from the mandatory ethanol blending requirement during the special interim session starting Monday, February 4, 2008. This would be excellent news for boat owners, aircraft owners, classic car owners and anyone who has a 2 cycle engine, especially small ones used in tools. Thanks to the efforts of people like Critr Gitr and probably a lot of others who wrote their legislators. As Critr Gitr has stated:

"As requested by Senator Prozanski I referred your concerns about the E-10 fuel when used by marine craft. Partly because of your letter, the Senate Transportation committee is now preparing legislation that should fix this fuel problem for air craft, marine craft and other non-roadway vehicles. This legislation should be filed during the February Supplemental Session."

I have also heard that Senator Metzger, Senator Johnson and Representative Hanna are helping draft the legislative change. I would urge those of you who are interested in this issue to contact your legislators now and ask them to support the work being done by these particular legislators. I will try to let you know as soon as I hear what the Bill Number is in the legislature so that you can be more specific with your representative or if one of you hears first, please post it or let us know whatever you learn.

Good news, SB 1079 was reported out of the Senate Transportation Committee with amendments to exempt premium unleaded gasoline for use in aircraft, off-road motor vehicles (read as boats), and hand tools/lawn mowers/chain saws. I would urge those interested to email, write or call their legislators and urge them to support SB 1079.

Also, Gail Hill of the Oregonian is preparing an article on the economic impact of HB 2210 on marinas. She wants to include the information about the amendment and hopes it is in tomorrows edition. Her columns are in the Business Section normally.

I dont understand! my yammi owners manual says to run reg unleaded 86octane not premium so this doesnt help.

You didn't say what year your yammi is or whether it is 2 stroke or 4 stroke, but I assume it is a 4 stroke built in the last few years. You should have little problem with the engine with the E10, 87 blend that will be at the marina. You will lose a bit of power, ethanol has less energy than gasoline. The only thing you need to be concerned about is the possibility of phase separation in your gas tank if it gets too much water in it. There are lots of threads on this site about how to care for your gas tank when E10 comes out. However you can always put unblended premium unleaded in your tank. The engine won't care, the 91 octane is just the antiknock rating, it has nothing to do with power. Then you won't have to worry about phase separation, but you will pay a bit more for the peace of mind.

It has come to my attention after listening to the testimony given in the public hearings in the Senate for SB 1079, that "marinas" are not exempted ... yet. Turns out that nobody from the Oregon State Marine Board knew about the law, but they do now. I understand from Gail Hill, a reporter for the Oregonian, that they will be testifying on the bill when it gets to the House to add an exemption for marinas. An article by Ms. Hill about the marina issue and HB 2210 will be in the Oregonian on Sunday in the Metro section. Since "off road vehicles" are to be exempted I doubt that any gas station that might have unblended fuel, and nobody has figured out how that is going to happen yet, would probably sell the product to a person with a boat on a trailer, no different than selling product to a snowmobile on a trailer. But those who are concerned about this issue now need to turn their attention to their representative and the House hearings.

It's never easy. The exemptions for E10 for boats are probably going to happen, but the practical effect may only be for marinas that buy bulk. The average gas station isn't going to have a separate tank for boats, Atvs, aircraft and small engines. SB-1079 is a small step forward, but kind of an empty promise.

The best hope is to exempt premium from the E10 to give people an option, this is what Minnesota and Missouri have done.

Folks need to chime in with the Legislature ASAP to ask for an exemption from E10 in premium gas.....that would mean mid grade is about 5-6% ethanol and regular would be E10.
