I have 1993 Evinrude 115 wit a jet pump on a 18' Hewes River Runner. I am getting just over 1 (yes one) MPG. Is that what I should expect? I only have 20 gallon tank so my days can be pretty short.

On a older carbed motor running at mostly high rpm's pushing a load your mileage seems just a tad excessive but not out of the question.
Is this running the boat empty or full?

Thats running loaded at full throttle out on a lake.
Having a short range is not so much a problem on the Snake and Salmon rivers where I run but it sure hurts paying the gas bill. I have the prop unit for the motor but I am not experienced at changing it over.

Its probably just about right.
With a light load in my Seahawk my 4 stroke 150 gets about 4.5-5 mpg at 26-27mph. That about 1/2 throttle (3700-3800rpms)
A carbed 2 stroke jet running WOT is going to burn some fuel.
The calculation of milleage for a boat has to be different than it would be for a car.
That is why it is caluclated as "GPH" Gas Per Hour instead of milleage. On my 350CD Ford engine I consider 12 gallons per hour as good. The milleage can vary all over the place depending on the water, river or lake and current etc. so "GPH' is the way to figure gas milleage for a boat.

I have a 1996 Johnson 88 hp (which is the same motor as yours, just de-tuned a bit). I get 2.8 nautical miles per gallon on the open ocean on my 21 foot dory. The boat weighs 2800 pounds loaded, and has a flat bottom and prop. That is at cruising speeds which are probably about 4000 rpm.
