Uh-oh- your comment is making me think I have to re-read the reg's again. I didn't know there was any place you could NOT keep landlocked salmon. After all they are generally stocked in closed reservoirs(no ladders) specifically for us to catch....am I missing something or misunderstand your post?

To the best of my knowledge, Cougar is barren of fish right now since they drained it a couple years ago. I dont believe they have stocked it with anything yet.

There are fish in there, not allot but there are fish.
I think they are mostly native rainbows from the south fork of the Mckenzie.

These are the General regs for Hills Creek

Regulations for this zone: Willamette
Species Name Catch Limits Length Limits and Other Specifications Season
Trout Lakes: 5 per day, • Salmon under 15 inches are considered trout except coho salmon, which are always considered salmon regardless of size.
• Closed to angling for bull trout.

And these are the Special Regulations

Hills Creek Reservoir (Lane Co.) • 5 adipose fin-clipped trout per day, 8-inch minimum length.

And the catch is that the Salmon are not clipped in Hills Creek..

And at Cougar there are no Special Regulations so you can keep them..

Hope this helps clear things up...

Thanks, Mokai. I could've easily missed the "salmon under 15in. are trout" section. It seems the regs get more complicated everytime I try to read up on a particular lake or river. It's a good thing probably that I do catch and release nearly always in lakes anyway- so normally couldn't get into much trouble
