yamaha 8 kicker

My kicker has power tilt and in order to get it to top position I have to jog it many times. I have topped the cylinder off with oil. It appears to be worse when in the water. Out of the water, once I get it to top position and then lower it down it works totally normal. I don't see any leaks of hydralic oil. I am confused! I would love to hear any suggestions. Is the switch corroded inside?? I had a similar issue and a problem with the kill switch.

They were both corroded. I cleaned them and sprayed corrosion block on them and never had another problem.
