I almost let this one slip by, and it's not a very old post but others may have missed it or forgotten. If you own a boat or are going to buy one in Oregon, you need to take the Boater's Safety Course. I took mine today on the WEB at:
http://www.boatus.com

Took me about 2 hours to take it. If you're real savvy, it's not bad but I've been boating for about 12 years and still learned a few things. Check out the study page first if in doubt. Helps to print sections you may not be familiar with.

When you're done and if you pass, you can print yourself a certificate and request one to be mailed to you also. Pretty slick deal.

After the 31st, you'll have to go take the test at a proctored location.

Are you talking about motorized boats only or all types of watercraft

From what I read on the OSMB page, it sounds like anything that floats, but that could be just my interpretation. After taking the exam, I would recommend it to everyone. You can check out OSMB at:
www.marinebd.osmb.state.or.us (http://www.marinebd.osmb.state.or.us)

Their WEB page has quite a bit of info on it about the subject and you can make your own decision. I know it applies to personal watercraft, motorized boats, and sailboats. Driftboats and Catarafts?? Don't know, but the majority of testing is on safety which in my book, makes it worthwhile.

I just read the press release from the Marine board, it sounds like the regs are just for motorized boats of greater than 10hp. RW
