Actually, by jumping across the stop button/safety switch you have only done what the switch is supposed to do, shut off the engine. You should have no continuity when the lanyard is in place and the stop button in it's normal position. If there is continuity the engine will not start.
If it tests OK, then the next thing to check would be the neutral start switch.

Have the low voltage ignition wires been knocked loose under the cowling? And you do know you need a lanyard key thingy on the kill switch to make it run?

I had the same problem with my 19923 9.9 Honda, had to replace the ingintion module. Do you have spark at the spark plug?
NW Jet in Pasco can get you going, won't be cheap though! :depressed:
