The top lip of the lower unit on my out board is 2 1/4" below the bottom of my boat I was told it needs to line up with the bottom.I was thinking of having a plate made to bolt to the transom to raise the motor is there an easy way or something I can buy to fix it? the transom is 20" deep and the motor is a long shaft.

What size boat and motor do you have, and what kind of prop? Many times you can run your cav plate at or above (sometimes a fair distance above) the bottom of your hull. Less lower unit in the water gives you less drag and more speed, up to the point where your performance starts to suffer from ventilation or blowouts, or you proper cooling water flow. Large diameter and/or four- and five- blade stainless props can help let you get away with higher transom positions before blowout.

Most outboards have multiple mounting holes and/or slots to allow you to raise the motor on the transom without requiring any modifications.

You can get a jack plate to raise the motor. There are many brands available. Just do a search for jack plate to get some ideas.
