View Full Version : Unfair Salmon Quotas?

Maybe I'm wrong, but I just read the thursday fishing report from the Oregonian. It stated that an accord had been reached with the states and tribes regarding sports fishing and Native American fall salmon quotas. The sportsmen can catch 18,000 salmon and the natives get 70,000! What kind of agreement is this? Sounds again like the sportsmen are getting screwed. Is this correct? Is this the usual distribution ratios? Someone fill me in. I'm a little steamed, to be polite.

As you know, I've been steamed for a long time about what appears to be a grossly unfair allocation based on the Treaty interpreted 50/50 split of anadromous fish deemed harvestable, decided on in the infamous Judge Boldt ruling. It's time that someone in the know from the powers involved fully explain the legal and ethical factors involved in the negotiaited settlement with the states by the "Unfair Pair" of the NMFS & Col. Tribal Comm. I have a very strong hunch that the only party involved that would be willing to address this publicly would be the ODFW, unless they've been "gagged" by decree. Bill Monroe, Oregonian outdoor/fishing columnist, has connections there so maybe he will have something soon in the paper. In the meantime I will try to get some answers. - Steve - Edit: I have e-mailed a letter to four of the involved ODFW personel asking for answers to what factors have gone into the negotiated allocation of Col. R. salmon between the Col. Tribes and non-Indian sportfishermen. Hopefully they will respond here. If they re: me by e-mail I will post their reply here and elsewhere. If we get an unsatisfactory response or no response I will forward a copy of that letter, and request for action, to OR. State Sen. Ron Wyden and other State Rep.'s. - RT

Just back from a relaxing vacation, but for the tribes to achieve their 50% they unfortunately eat up 80% of the ESA allocated incidental catch. More complicated than it sounds, though I believe the compromise settled upon (unfair as it was) was due to the precluded fact that the states would have gotten their tails whipped in court. That treaty is one heavy hitter.
The states are trying to increase the B-10 chinook numbers to 10K doubt it will happen but those who slam the state for not caring for the sporties should take note.

Hey all,
I've been banging my head against the wall trying to reason this out too. Is it possible that they are figuring the indians don't get a shot at fish in the ocean like the sporties and white commercials do? and this lopsided allocation is supposed to make up the difference? I don't know, it just a guess.
Silence on the part of the feds speaks volumes. What are they afraid to tell us?

Slider, I knew it was just a matter of time before we agreed on something. Guala. Two somethings. Unfortunately yes, the Treaties are big time heavy hitters with a lot of power! And you're right, the States went to bat for us sporties against the NMFS & Col. Tribal Comm. (the "Unfair Pair" as I call them). The states settled out of court for an unfair slice of the pie for the sporties, but at least they prevented the Pair from closing us off altogether, which was their objective. Ugly. - And Neut, I got an e-mail back from the ODFW public relations dept. stating they forwarded my letter to higher ups directly involved, so hopefully we will get an explaination. Whether that will be placating to our stance remains to be seen. - RT

Update: I just recieved an e-mail from Charles A. Corrarino stating that he forwarded my letter of inquistion, about the seemingly unfair allocation of the Col. R. fish, to the ODFW Inter Jurisdictional group, who handles these allocation issues. No timetable for a response to our website was given. I will keep updating until we get answers from them; or if need be, our state gov. rep.'s. - RT
