Anywhere on the Willamette below the falls that you can get to the bank with rocks will have smallies once the water temp hits 53 or so, use a map of the Portland to Oregon City area to see where to get access. You can certainly get smallies when the water is colder than 53, in my experience it's alot tougher though. I use Yamamoto 4" grubs in browns and/or greens, smoke can be good too, on 1/8-1/4oz. jig heads. If the water's colored I use black or something with chartreuse AND black. Crawdad colored crankbaits work for lots of people, brighter colors being better in dirty water and more subtle colors when the water's clear.

Good luck, I'll be out there this spring!

You can catch bass in Hagg lake, they have some big smallmouths in there.

AHS-fisher, welcome aboard.

Like Super fluke says there is some good fishing for bass to be had on Hagg Lake. It has alot of shore access too.

Try Mary S. Young park as a place to access the lower Willamette near West Linn. Good Bass habitat in and around that area.

drive up the Columbia starting in late march or april fish the backwaters.( all the little ponds between the river and the freeway... try crank baits and spinnerbaits
later in the season as you start catching fewer fish in the backwaters move to the main river and fish deep rip rap banks.. if there are weeks it's to shallow, move on..

walking along the rip rap can be VERY trecherous do it only if you are stable on large often loose rocks.. if the rocks are wet go home it's not worth a potential brokes who knows what.... but the fishing can be awsome!!!

So I am new here and this all seems like a great place.

Fishing story:

Last fall, food friend and mentor to me out to cast for smallies off of roger's landing. A day in his boat. Six hours two miles of river and easily 20-30 fish. Most of them in the 10-14 inch but my best of the day on light gear 19+" 2.5# picture to follow. God I love fishing these.
