Willamette high water

Anyone know what effect if any such high water as we have seen on the Willy latley has on the following springs smallie fishing?

When the water starts to clear just a bit Then go fishing!

Shouldn't affect the river nor the fish in the spring, unless we continue to get rain until the Rose Parade.
